Peel and mince the garlic. | | 3 | In a large skillet, heat the oil over medium heat. Add the beef and sprinkle it with the ground pepper. Cook the beef over medium heat, turning it once, until browned on all sides, about 5 minutes. Remove to crockpot. | | 4 | Add the butter to the skillet and then the onions. Cook, stirring often, until lightly browned. Add the garlic and cook for one more minute. Remove and place in the crockpot. | | 5 | Into the skillet, pour the broth, beer, sugar and vinegar.
